New Safety and Security Requirements for goods entering and exiting the UK

As of 31 January 2025, new safety and security requirements will come into effect for goods entering and exiting the UK. These changes are crucial for logistics providers and businesses involved in importing and exporting goods to and from the UK, particularly from European countries.

Key Requirements for exporters to the UK

  • HS Code Requirement: Importers must provide the Harmonised System (HS) code of the cargo.
  • Full Address Details: The full addresses of both the buyer and the seller must be provided.
  • Carrier Responsibility: All carriers and shipping lines are responsible for submitting the required information to the UK government 24 hours prior to the arrival of the goods.

 

Responsibilities of Hauliers and Shippers

  • Hauliers: Hauliers are legally responsible for submitting safety and security declarations for accompanied goods. They must ensure that the required data is submitted using the Safety and Security Great Britain (S&S GB) platform. Hauliers can also arrange for a third party to submit declarations on their behalf, but they remain accountable for ensuring compliance.
  • Shippers: Shippers must provide accurate and complete information to hauliers and carriers to facilitate the submission of safety and security declarations. This includes a specific description of the goods, including the HS code, full addresses of buyers and sellers, and any other necessary details.

 

These requirements, which have already been in place for imports from non-European countries, are now extended to include imports from Europe. This change aims to enhance the safety and security of goods entering the UK.
